"We appreciate the offer to help but Lyrandar regulations specify that the quarantine must be maintaned. That means any ship that attemps to land will be shot at." Angela states as a matter of fact.
“We will gladly accept any information or supplies that you have and the Lyrandar fleet is more than capable of using any of those to help the people in Greentarn.”
The half-elf lieutenant commander then turns to Rothaide. “The fleet has their own procedures in dealing with those who are still free from the disease, those infected by it and those to have fallen because of it.” Angela turns sober for a minute before regaining her composure. “You are free to make use of the Resolute’s communications equipment to reach the officials in charge on Regalport if you want.”

1) I think, by now, Devlin has checked with the local authorities and haven't found any trace of Mika.
2) Possible but I think your captain wants to do this the diplomatic way.
